June 18, 2007 | Eight Proposals Received for Four Westside Sites

Baltimore, MD (June 18, 2007) – In response to a recently issued Request for Proposals (RFP) for the redevelopment of four sites (within three disposition lots) in the Market Center (Westside) Urban Renewal Area, the Baltimore Development Corporation (BDC) today announced that eight proposals have been received and accepted.

The properties, located in the 400 and 500 blocks of North Howard Street and the 300 block of West Franklin Street, are in close proximity to two nationally recognized historical districts: Seton Hill to the west and Mount Vernon to the east. BDC, on behalf of the City of Baltimore issued the RFP in February, seeking proposals from qualified developers for the rehabilitation and/or new construction of the properties in accordance with the City’s goals and objectives for the revitalization of the Westside of downtown.

The Market Center Urban Renewal Area is generally bounded by Cathedral and Liberty Streets to the east; Pratt Street and Washington Boulevard to the south; and Martin Luther King, Jr. Boulevard to the north and west.

The following proposals were received:

Site A – Disposition Lot #12 – 400 & 402 N. Howard Street

1. Howard Lofts #1 – French Development Company, Inc. (Jim French) – Baltimore, MD
This project includes the renovation of contiguous buildings at 400 and 402 North Howard Street into two ground level retail stores and two studio apartments in the rear and on the upper floors.

2. P& D Realty, LLC (Mitesh Dave and Pravin Ponnuri) – Ellicott City, MD
This company is proposing to redevelop the properties into 16 rental apartment units with two ground level retail stores.


Site B – Disposition Lot #12 – 408-410, 412, 414, 416 N. Howard Street

3. Howard Lofts #2 – French Development Company, Inc. (Jim French) – Baltimore, MD
The developer would renovate the five contiguous buildings into four ground level retail stores, 14 studio apartments, and on-site parking.

4. Accent Development Company, LLC (Sean MacCarthy) – Potomac, MD
This proposal envisions a mixed-use project consisting of 11,400 square feet of ground floor retail space, 27 market rate rental apartments on the upper floors and on-site parking in the rear.

Site C – Disposition Lot #7 – 300 -304 W. Franklin Street including 502-504 N. Howard Street

5. The District @ Howard Street – Capital Venture Group, LLC (Michael Hunter) – Baltimore, MD
These properties would be redeveloped into a mixed-use project containing ground level retail and two entertainment levels above as part of a five-block live/work/play entertainment district.

6. Accent Development Company, LLC (Sean MacCarthy) – Potomac, MD
With this proposal the properties would be redeveloped to include approximately 4,000 square feet of ground level retail space and 10 market rate rental apartments on the upper floors.

Site D – Disposition Lot # 6 – 506 N. Howard Street

7. Accent Development Company, LLC (Sean MacCarthy) – Potomac, MD
This property would be redeveloped to accommodate a mix of uses including 54 parking spaces on two levels below-ground, 19,000 square feet of ground floor entertainment retail, and 26 market rate rental apartments on the upper floors

8. The Sleep Inn at 506 N. Howard Street – Pioneer Contracting Company (B.B. Patel) –
Odenton, MD
This company would convert the former Mayfair Theater building into a 64-room sleep inn hotel.

BDC is currently reviewing all of the proposals.
